In the context of public diplomacy, one of the most mentioned areas in recent years is diaspora diplomacy. The use of diaspora as a general concept for cross-border communities is not very old. Although it is academically controversial, it is seen that the concept is used frequently today. The foreign population, who immigrated from their own country or who belong to the next generation of immigrants become the spokesperson or representative of their former homeland, provided that they preserve their ethnic, religious, and cultural identities. They consider it their duty to protect their interests of the homeland where they have roots, with a sense of belonging, and they organize and carry out activities accordingly. The attainment of a respected position in the societies in which this group lives is closely related to the level of organization.
